Description
The
Appalachian Regional Commission invites proposals from qualified researchers and
consultants to conduct a large-scale program evaluation of ARC-funded
telecommunications and technology projects in the Appalachian Region. The
evaluation will encompass approximately 330 projects funded from fiscal year
2004 through fiscal year 2010.
The
purpose of the evaluation is to determine the extent to which these projects
have succeeded in achieving ARC’s strategic goals, to inform ARC of ways to
better develop, assess, and manage future telecommunications and technology
projects, and to enhance ARC’s capability for documenting and reporting program
impacts within a complex and evolving telecommunications landscape.
The Appalachian Regional Commission (ARC) is a federally-funded
partnership with the Appalachian states established in 1965 to promote the
economic and social development of the Appalachian Region. ARC’s
Regional Planning and Research Division conducts research and evaluations
regarding key economic, demographic, and quality of life factors that affect
the current and future prospects of the Appalachian Region.
