Description
The
Centers for Disease Control and Prevention (CDC) will be issuing a solicitation,
in accordance with FAR Part 15, to solicit proposals to develop and conduct in
the year 2012 the fourth School Health Policies and Programs Study (SHPPS
2012).
The
Government's Intent is to award a cost plus fixed fee contract for three phases,
with a 32 month period of performance. This requirement will be competed using
FAR Subpart 6.1, Full and Open Competition.
SHPPS
2012 will characterize all eight components of school health in grades K-12
nationwide in elementary, middle, and high schools. In addition, the study will
identify the extent to which school policies and practices address critical
school health issues and six categories of behaviors related to the leading
causes of mortality, morbidity, and social problems among youth and adults in
the United States: 1) behaviors that contribute to unintentional injury and
violence; 2) tobacco use; 3) alcohol and other drug use; 4) sexual behaviors
that contribute to unintended pregnancy and sexually transmitted diseases,
including HIV infection; 5) dietary behaviors; and 6) physical inactivity. The
successful contractor shall design, conduct, and report on a national study of
school health policies and practices in grades kindergarten through twelve.
Designing the study includes revising the existing SHPPS 2006 questionnaires,
reviewing and pilot testing the questionnaires, developing a sampling plan, and
developing computer-assisted survey technology. Conducting the study includes
selecting a sample, assisting in development of the OMB package, selecting and
training data collectors, obtaining site approvals, and collecting data.
Reporting on the study includes transferring data to the Government, preparing
methodological and progress reports, and collaborating with the Government in
the preparation of reports, manuscripts, and other summaries describing the
data collected from the study.
The
solicitation number will be 2010-N-11542. The anticipated award date is March
8, 2010, This requirement is contingent upon the
availability of funds. The solicitation anticipated for release on or before
November 30, 2009. Interested parties must respond to the solicitation in order
to be considered for award of any resultant contract. All responsible sources
may submit a bid, proposal, or quotation which shall be considered by the
agency. No hardcopy solicitation document is available, telephone requests will
not be honored, and no offeror's list will be
maintained. It is the offerors responsibility to
