Limited Submission - U.S. Department of Energy – Certification and Rating of Attachments for Fenestration (CRAFT) (DE-FOA-0001000); November 18, 2013

 

Through this Funding Opportunity Announcement (FOA) the Building Technologies Office (BTO) seeks to establish a performance rating mechanism for assessing the energy performance of fenestration attachments. DOE and the fenestration attachments industry have identified accurate and objective performance data as a critical need for product adoption.

 

The selected applicant to the CRAFT FOA will provide a third-party rating, certification, and labeling program, which will enable consumers to distinguish among energy-efficient attachment products and models. The underlying data will assist architects and engineers in better understanding the energy impact of particular products. The awardee will develop performance verification, and labeling standards for residential and commercial fenestration attachments. The successful applicant will also develop a Program to rate fenestration attachment energy performance and provide accurate and useful product comparison criteria, allowing end users in residential and commercial markets to assess the relative energy cost/benefits of fenestration attachments.

 

Cost Share Requirement: 35% of total project costs.

Limited Submission:  Applicants may only submit one Concept Paper and one Full Application for consideration under this competition.  This limitation does not prohibit an applicant from collaborating on other applications (e.g., as a potential Subrecipient or partner) so long as the entity is only listed as the Prime Applicant on one Concept Paper and Full Application submitted under this FOA.

 

Because the Department of Energy only allows an applicant to submit one full application, the University of Kentucky has established an internal selection process.  Individuals interested in submitting to this program are to submit the following materials electronically to the Office of the Vice President for Research at limitedsubmissions@uky.edu and a copy to their Associate Dean for Research by Monday, November 18, 2013:

·         Names and departments of the UK Project Director, key personnel and project partners

·         Title of the program and/or funding opportunity announcement number

·         Project overview (2 pages maximum)

·         A budget with cost share and potential sources of funding for that cost share. Note:  Because of ongoing commitments, the Office of the Vice President for Research is unable to provide matching funds.

The Department of Energy deadlines are December 5, 2013 for required Concept Papers and February 5, 2014 for Full Applications.
