Submission - U.S. Department of Labor – Serving Adult and Youth Ex-Offenders
through Strategies Targeted to Characteristics Common to Female
Ex-Offenders; March 19,

The U.S. Department
of Labor (DOL), Employment and Training Administration (ETA), announces the
availability of approximately $12 million in grant funds authorized by the
Workforce Investment Act (WIA) to award approximately eight grants to serve
adult and youth ex-offenders pre- and post-release. Applicants may choose to
serve either youth or adults, but may not serve both populations. Services to be
funded will be targeted to female ex-offenders, but must also be open to
eligible male ex-offenders.
The purpose of these
grants is to improve the long-term labor market prospects of these ex-offenders
by using strategies targeted to the characteristics common to female
ex-offenders. Grantees must include an integrated strategy that includes
empowerment and self-development, workforce development, education, and case
management, as well as required partnerships with State and local criminal
justice agencies that serve adults or youth.
Applicants may
request up to $1.5 million for their proposal, with the amount requested
depending on the number of participants to be served.

An organization
proposing to serve either youth or adults may submit only one (1)
application under this competition.
Because the
Department of Labor only allows an organization to submit one
application, the University of
Kentucky has established an internal selection process. Individuals
interested in submitting to this program are to submit the following

program will offer
A committee will be
appointed to review the information and make a recommendation. The Department of
