Agency
Department
of Health and Human Services
Description
The
Eunice Kennedy Shriver National Institute of Child Health and Human Development
(NICHD), National Institutes of Health (NIH), the Division of Epidemiology,
Statistics, and Prevention Research intends to solicit proposals to award a
Research and Development (R&D) contract to an organization to conduct a
prospective cohort study among pregnant women to evaluating dietary intake
during pregnancy and postpartum, focusing on the associations of food reward responsivity and food reinforcement value with dietary
intake, weight change, and body composition change during pregnancy and
postpartum. The study will involve recruitment of pregnant women in early first
trimester with follow-up through 1 year postpartum. Data collection at multiple
time points will include 24-hour recalls of dietary intake, food frequency
questionnaire, self-administered questionnaires (including socio demographic
characteristics, food reward responsivity, eating
behaviors, food environment, physical activity, stress, and sleep), biomedical
(including biomarkers, taste sensitivity, and genetic data), and anthropometric
assessment. Embedded substudies will include
qualitative data on perceptions regarding the reinforcing value of food and
impact on dietary intake and a laboratory-based behavioral experiment
investigating the relationship of food reward responsivity
and food reinforcement value with eating in the absence of hunger. The
anticipated contract type will be a Research and Development cost reimbursement
contract with nonseverable base and option periods
for a five year period of performance. Further details will be provided in the
Request for Proposals (RFP). The RFP is anticipated to be posted on or about
May 17, 2013 on FedBizOpps (FBO) website: http://www.fedbizopps.gov.
The due date for submission of proposals in response to the RFP is anticipated
to be on or about July 2, 2013. Information in the anticipated RFP supersedes
any information in this pre-solicitation announcement. This acquisition has
been designated as a full and open competition under the North American
