General Interest-HR Policy Change Due to New E-verify Federal Regulation; December 25, 2010

 

Dear Colleagues,

 

On Sept. 8, 2009, a new Federal Acquisition Regulation was established on certain Federal Contracts.  The most common term for this new regulation is the "E-Verify clause."  E-Verify is a system designed by the US Department of Homeland Security and the Social Security Administration and is overseen by the United States Citizenship and Immigration Services (USCIS).  This system will provide additional employment verification for those employees who will be paid by funds for certain federal contracts.  Please note, this does not affect grants; only Federal Contracts.

 

As a result, new language was added to HR Policy and Procedure #10.0, Staff Employment, that reflects the new federal requirement.  Employees paid from federal contracts containing the E-Verify clause must now undergo the E-Verify screening.  (See policy section #7 and process section #12). This screening must be completed in addition to I-9 Form.

 

In an effort to keep you fully informed, we have created the E-Verify website at http://www.uky.edu/HR/employ/E-Verify.html.  This site will provide you with details on which contracts are covered, who will need to be screened, along with exceptions from this new requirement.  Additionally, we have created guidelines and a process flow on how the new process will work.
