Description
The
Office of Planning, Research, and Evaluation (OPRE) within the Administration
for Children and Families (ACF) in the Department of Health and Human Services
(HHS) invites eligible entities to apply for funds to support a social science
researcher (the proposed Principal Investigators) to become a member of the
Family Self-Sufficiency and Stability Research Scholars Network (the Network).
The goal of the Network is to support productive partnerships between social
science scholars and state or local human services agencies. As such,
applicants are required to demonstrate a partnership or the potential
partnership with one or more state or local human services agency responsible
for administering benefits or programming to assist and support family
self-sufficiency, including close coordination with the agency responsible for
administering the Temporary Assistance for Needy Families (TANF) program, as an
integral part of their research plan development and execution. In addition to
supporting the proposed Principal Investigator (PI) to pursue their individual
programs of rigorous and relevant research, entities must also support PIs in
participating in a multidisciplinary learning community by collaborating with
other members of the Network funded under this announcement.
This
announcement will fund up to five cooperative agreements with eligible entities
to support PIs who will work independently to enhance and improve family
self-sufficiency research at the state and local levels through a variety of
activities. These activities may include, but are not limited to: · Identifying
and executing research and program evaluation activities in collaboration with
state and local human services agencies and community-based organizations to
capitalize on the ability of states and localities to improve family
self-sufficiency 2 of 50 programming, with a particular interest in employment
and other services funded by the TANF program. · Pursuing social science
research that could directly inform local, state, or federal human services
policy to improve family economic self-sufficiency and stability. · Building
capacity among researchers for conducting rigorous and relevant research in
collaboration with state and local agencies through developing a
multidisciplinary community of learning and collaboration that includes other
members of the Network and graduate students and/or junior researchers. ·
Engaging in dissemination activities to the policy, research, and practitioner
communities. Members of the Network (the proposed PIs) will have the opportunity
to engage with on-going ACF/OPRE research priorities and develop complementary
research projects as appropriate. For more information about the research
proposals from the previous cohort of scholars, please see: https://www.acf.hhs.gov/opre/resource/family-self-sufficiency-and-stability-scholars-2013-
